Professional Experience
Mr. Charles currently serves as the Chief Operating Officer (COO) for TeKONTROL, Inc (TKi.) He has managed a number of projects. He has performed superbly as the Capture Manager on TKi’s ongoing proposal submission efforts. He was regional head of the Philippines Office recently opened by TKi. He has skillfully handled the logistics of materials for TKi’s project in Luanda, Angola. He ran the project for helicopter pilot training in Kazakhstan. Mr. Charles also serves as the Facilities Security Officer (FSO) with access to Joint Personnel Adjudication System (JPAS). He recently completed the Automated Export Compliance Seminar conducted by the U.S. Census Bureau. At Indra Systems, Mr. Charles served as the Deputy Program Manager for the AV-8B, managing sub-contractors; initiating, and executing the program plan. He actively participated in the proposal writing for the AV-8B Block Upgrade successfully won by Indra. Mr. Charles has traveled to the Caribbean representing the interests of TTBI. He has negotiated Non-Disclosure agreements, Manufacturing Support Agreements, and general business contracts. He has developed and implemented a personnel evaluation system for the company. Mr. Charles instituted structural organization policies that provide ease of communication between management and Staff.
Mr. Charles has worked in the Simulation Industry since his retirement from military service as a Director of Simulation, Deputy Program Manager, Systems Analyst, Subject Matter Expert, and Project Lead. He has over 20 years of military experience in the United States Marine Corps in leadership roles, as Supply Officer, Logistician, and Foreign Area Officer, specializing in the Caribbean. His assignments have included: Officer in Charge of the Special Training Allowance Pool, Camp LeJeune, NC, Commander of Special Detachment in the Turks & Caicos Islands, Providenciales (Provo). Operations Officer BSSG-1, Supply Officer, Marine Aircraft Group-24, Marine Corps Air Station, Kaneohe, HI. He served as Company Commander, Special Task Force for cross training with French Marines in Papayete, Tahiti; Information Systems Coordinator (ISC), Marine Aircraft Group-12, Iwakuni, Japan, establishing LAN system/internet access and trouble calls center. He established and served as the initial Director of NCO School, Camp Smith, HI. His military awards include the Navy Commendation Medal and Meritorious Service Medal.
Mr. Charles stays involved in the local community. In January 2010, he participated as the Logistics advisor to the Harris Rosen Foundation in the successful delivery of 18 pallets of relief supplies to Haiti. In 1997, he volunteered to represent FAVA/CA (Florida Association Volunteer Agencies/Caribbean Action) in Haiti. Mr. Charles conducted an intensive analysis of warehousing, transportation, maintenance management and logistics functions for the Haitian Department of Public Works. The Governor of Florida recognized his efforts with a Certificate of Appreciation.
